We only want the haste to reach the GCD cap, (which is aprox 32/33% if I recall correctly). Why the GCD cap? Well to get your HL / DL to 1.8sec cast time you need aprox 3.1k haste, that means to get the cast down to 1.4-1.5sec cast time (which is the most "reasonable" cast time of such a heal) you will need alot and alot of haste, which just isnt obtainable at this stage.
Myself I found out that going for 4set bonus is the best way to go, leaving out legs for Halfus wyrmbreaker Hc legs would be the ideal.
But then again, that's only what I'll do, take Aldonn for an example (Paladin of Ensidia) he went for tier legs leaving out gloves, and if you look he's not going for GCD cap, he's going for crit, and as we all know, crit means higher HPS on the meters, but for HC fights, crit aint the ideal of taking before haste / mastery.
