Rule 7: Yes, the hit cap for a Draenei shaman is 1640. The reason you're not at the hit cap is because you only have 1628 hit rating, which is below the hit cap.

I'm not really understanding this new "Character Information". I'm a Draenei Shaman level 85 and my hit cap SHOULD be 16% right (1640 hit) and currently I'm at 16.89% and miss .11% on level 88's.
Am I over-capped for hit and the Character Information tab doesn't take into effect Heroic Presence or do i actually need to be 17%? 1% frees up a lot of extra dps if I'm over-capped. Thank you for your time.
