As already said, the new Heart Strike that is upcoming (50% increased damage) isn't needed for Tanking Threat. Yes, it might be for PvP, but my guess is that it's going to lead to something either getting nerfed, or drastically changing. HS might add a debuff like Blood Boil, or Diseases might get nerfed, which would explain the increased HS Damage (Damage scales with diseases, equaling out the damage).
