And impatience of youth, as stated quite a few times on here, is underbudget for its str (1926/2min). As str > all by quite a margin, you should go for heart of rage/license to slay depending on your weightings of hit and exp atm and dmc:h.
i would say, and a few other people have noticed this as well, there is a distinct lack of hit on many 359 pally pieces so license may be a better one. Expertise seems to be on everything, especially stuff with mastery which this time next week, we may be stacking as best secondary.
