I have been playing around with exemplars spreadsheet and looks like currently on live the 4pc 365 ilvl pvp set beats 2pc pvp + 2pc t11. Will this change with the new patch, with Templars verdict having a higher priority and thus making the 2pc t11 bonus more valuable?

I realise this maybe hard to answer as we dont know the final value of mastery but if anyone have any input it would be greatly appreciated.
