Depends on the exact levels of mastery and armor, mainly. Other stats play a role, but not a big one.
However, the block meta is superior to the armor meta in all but the most extreme circumstances. Making the armor meta better would require abnormally high armor and abnormally low mastery.
By my math, one example gives the two metas as being roughly equivalent for a warrior with 600 mastery and 35000 armor. I don't need to tell you that 600 mastery is extremely low. Anyone with a clue about tanking stat prioirities will have more mastery than this, especially if they have 35000 armor.
If you aren't sure, use a spreadsheet. If you don't want to use a spreadsheet, just pick the block meta as it is almost certainly the right choice.
