Since hit and expertise are equal from a purely DPS standpoint, I feel as though I should choose a piece with hit over an identical piece with expertise. Any insight is appreciated.
The only cap you need to worry about with regard to interrupts is the Hit cap.
The 4 piece set bonus for Bear is very good. In many fights it allows SI to remain up for two high damage abilities rather than one. For example you can SI two breaths during Maloriak Red phase with proper timing using the 4 piece bonus.
