License to Slay: 367 str (per Lorayth's calcs on p24), 321 hit -> 367*2.32 + 321*1.75 = 1413, of course assuming you're using all the hit rating. Str component drops on fights with extended periods with nothing to hit, as you need to rebuild stacks. The other trinkets have similar problems, so this is not unique to LtS.
