you're assuming rage generation is smooth. assuming it's not, using heroic strike + BT/RB during CS at 55 rage will definitely rage starve you a couple of times, and using HS on the first GCD during a CS would lead to losing a BT/RB during CS, which is a dps loss.
if we make the assumption total rage is fixed over a period of time and no rage is wasted by capping, anytime you delay a BT/RB due to HS, you're trading 1.5 BT/RB for 1 HS, thus you're not maximizing dps.
i agree some of the total rage generated will have to be used for HS. your ideal scenario may fit all HS into the CS time frame, but if doing so delays or trades BT/RB into HS, you're not getting maxed damage because HS w/ CS is less than BT/RB anytime.
that's why dpr of HS matters. the safest time to use HS is around rage>75, where 1 swing cycle would not cap rage and using HS would leave >40 rage for 2 GCD if needed. trying to pool rage for HS during CS is not ideal from either a DPR or RNG perspective.
