Absolutely, 100% not. I couldn't give you the exact number but I'm quite sure even a 1.4 dagger of more than 100 iLevels lower would beat out a 1.8 current tier offhand not only because of the additional poison procs but the fact that Assassination doesn't have offhand spec.
