I don't think it's that much of a big deal in current content, is it? Most bosses demand crazy damage at >25-35% health anyway, so at least we in our Raids always pop BL right then.
The current encounters are much designed about overcoming certain phases by insane damage and healing so I simply tend to popping all my DMG cooldowns right then.
