When the EP value of some of the gear is higher, yet other items give better dps that have lower EP. I want to gear properly and I pull pretty substantial DPS so I feel like what I am doing is correct to get hit capped, and expertise, etc before stacking haste. and if i go with some of the blues I will lose expertise and hit, gain some haste, and lose a lot of agility which is suppose to be the most important stat.

Go re-read the combat based guide http://elitistjerks.com/f78/t111329-..._03_25_2011_a/ . It discusses all of the stats in depth and has EP values for each, which should show you that yellow hit cap and expertise cap are the most important things to get, outside of agility. After those, most thing will have you focus haste as much as possible.
As for hit cap... there are 3 levels of hit cap for rogues, and most rogues, especially right now, will find it vary difficult to become truly hit capped.
