I noticed that too and attribute it to 2T11 (5% crit on IL). you effectively split the softcap into a softcap for IL at 28.4% and one for FFB/DF remaining at 33.4%. Since the nerfs to base mastery and respective buffs to IL, IL makes up a larger proportion of our damage and I assume the item points above the first softcap (the one for IL) are better spent in haste, generating more procs and benefiting all our spells.
