by the way, after some testing with Apparatus of Khaz'goroth raging blow does NOT give you a stack of titanic power which will make getting the initial 5 stacks in a fight really annoying if you want to line up cds early. I really dislike that it allows you to use it with less than the maximum stacks as well. These trinkets are getting more and more annoying with min/max.
