Pleinair93 is correct, you get benefit on any bit of mastery you have, no on whole numbers. This has been the case since the release of Cataclysm. The tooltip may not properly reflect it, but it's been mathed out a lot. Please use the search function and dig through stuff related to mastery.
The tone in your post is a bit presumptive. Do you really think we'd go almost a year into an expansion and not have something so fundamental pointed out?

It seems true to me. I made some tests with going under a full mastery number and over it as well with staying in the same region of full number. Additionally the tooltip states the same.
More tests on it plz
