You're a lot over. What he's saying is that you can drop the additional 250 (to get down to 601), because those 250 rating points would be better spent in haste or mastery. Otherwise, the only reason to be spell hit-capped would be if there was some spell that would be disastrous to miss. The only ones you have that I can think of that fit the bill are interrupts and in some rare instances a taunt, and neither of those can miss. Outbreak missing is a pain in the ass, but it's only a DPS loss, and it's not enough of one to justify the 200+ rating loss.
