It's a 2% proc rate for a 15s proc increasing your spirit regen by 100% (less for Holy Priests, so ironically the spirit-favouring class gets even less value from this trinket). If you're casting an average of 1 spell every 2 seconds (probably an overestimate for most specs), it's going to have an uptime of about 15%.

As a raid buffed Disc Priest in spirit gear, my ~2400 spirit gives me about 1622 mp5 in-combat. 15% of that is ~245 mp5 from the Blue Dragon trinket. It'll be slightly higher for more geared players.

The mana proc alone on Tyrande's Favourite Doll is ~350 mp5.
