I know you're trying to help, but unless you've checked/done some work you're really just adding "what-ifs" and conjecture, which isn't going to help solve the issue. Thanks.

Just a theory I had, but is Exemplar's spreadsheet perhaps placing haste over critical strike due to the Apparatus of Khaz'goroth? There is a metric ton of crit on gear in Firelands, and forging in favor of haste over crit would help to keep crit low enough to keep mastery as top rating. Raid buffs, of course, would help shore up the resulting lack in overall crit percentage to keep the thing powered in the first place.
This is only a theory I had; I have no math to defend it, and am simply putting it out there to help solve the discrepancy between testing models.
