There's no interpretation necessary, that is exactly what the section you quoted is telling you. Yes, one can forgo the socket bonus if putting a 40 agility gem is more beneficial than the socket bonus. If anything this MIGHT have belonged in the simple question / simple answer thread. But really you're not even asking anything beyond "am I reading this correctly?" and yes, you are.

Ok this may very well be a Noob question, but as I am reading this, Im interpreting that I could put a red delicate inferno ruby in lets say a yellow spot and just not get the gemming bonus on the item. Is that correct? Ive played only just over a year and never thought to try that.
