Rule 1: Just warning you for this, make a better effort to make your posts clear. The first person pronoun is always capitalised wherever it appears in a sentence. Stop using elipses where a comma or period would suffice. Don't use -> where you mean to use a colon.
Rule 6: It seems like you are just posting to say you have 2T3 and the set bonus works. This isn't new nor useful information. Without the analysis that the poster you are responding to is asking for, you are not really adding anything to the discussion.

Now as far as I can tell from the wowhead entry for the bonus ( Evocation - Spell - World of Warcraft) itshould work regardless of character level.
You would obviously lose quite a ton of stats:
For me (raw, unreforged): -430 int, -162 mastery, -169Hit, -95crit, -149haste, -50haste(ench.)
But I wonder if Evocation on a one minute cooldown (ie: burn ad infinitum) wouldn't far outweigh the loss of stats? Unfortunately I don't have any T3 so I can't try it out myself

I happen to have them both (t3 sandals + ring) and i did a quick test on a dummy yesterday - nothing reliable though... did less damage than with normal gear, but as I said, could be rng, could be cause of the lack of raidbuffs (replenishment + wisdom could make a huge impact, since without those, i couldn't burn forever, i had to do some short conversion phases ... with both of those buffs it might change, don't know.
I just can confirm, that the set bonus works indeed -> with two t3 items you only have a 1min cd on evocation... Would someone like to do the math behind that idea?! Could it be worth to equip two old t3 items in order to shorten your evo cd to 1min?! I'll do some further testing as soon as I have more time, but my guess is, I couldn't provide very satisfying data to you guys, since I'm not too good at theory crafting/math myself...
