You got an answer -- increased casting speed makes hots and dots tick faster. If you don't trust it, test it yourself.

I read ofc, but what I did found on other forums:
Haste increases your attack speed, casting speed, the speed of your HoT and DoT ticks, AND it increases the speed that non-mana resources regenerate.
The Goblin racial only increases your Attack and Casting speed. (according to the tooltip) Any confirmation on either?
