Any thoughts on the new 4t13 bonuses (2t13 being static 500 haste and 4t13 being a seemingly worthless mechanic (just like 4t12))?
4t13 would only see use if we were to get enough procs to lower its cooldown enough to squeeze 2 AP's into 1 evocation cd (1 AP per min). So, if that is the case, we would be able to do a full burn phase and a 'mini burn', perhaps regen up with a flame orb after the miniburn.
Just an opinion - Blizzard either has extremely poor knowledge of arcane mechanics or purposely makes our 4 tier piece worthless junk, probably because arcane does scale amazingly well with int and will probably end up ahead of fire (and other classes).
