I think the 4pc is definitely going to be awesome and interesting. Get your 10 stacks asap (statistically this should take about 30 seconds, unless of course each tick of AM has a chance to proc a stack which would be very good at getting the stacks up much quicker), go into a normal burn rotation, evocate, PoM AB to keep the debuff up and pop AP for another mini burn phase. This shouldn't be too hard on mana considering Blizzard will probably still fail to make a trinket better than SoW for arcane in 4.3.
