I wonder why everybody is so excited about the new setboni. It's a 30% chance. That means you need an average of 3,3 casts for just one stack. If your average cast time is 1,5 sec, that's still 5 seconds for one stack, meaning 50 seconds to get the full T2 bonus of 500 haste. Compared to T11 4-piece thats quite weak.
T13 4piece should more less allow you to have one arcane power per minute. But the increased manacosts under AP reduce it's value a bit if you can't evocate.
So basically the setboni are interesting but quite weak.
