Jessamy already answered that it's HPS loss to use Focused Insights no matter what spell or situation you combine it with, but you also seem to be misreading the tooltip of it. It does not reduce the cost of your next heal in comparison to what that heal would normally cost, it reduces the cost 75% of your Shock spell's cost. So in other words, to boost your next heal, it costs you 25% of your Shock's mana cost while the mana cost of your next heal remains unchanged.

Oo Then we don't play the same game. There's NO way my next heal is unchanged in term of mana cost after a shock being cast, it's a difference of roughly 3k. For example, my chain heal cost me 1k4 instead of 4k4, my GHW 4k2 instead of 7k2
