I can't discern your math for calculating the 2pc because you embedded it in an 800 word wall of text. You should be able to express it in a single sentence.
My own maths puts the maximum potential of 2pc at about 1800 dps, and in fact that is roughly how it simmed when using a single GCD to trigger both procs (it came out at 1700 dps). That's about 5%. But that changes if you make it require a GCD to use it. The sim puts it at 1236, which is mostly because of the necessity to waste some charges due to action priorities, and also waste some RP from the rime.
Again if you change the priority system you can get more DPS out of the 2piece, but you may sacrifice other DPS and have a net loss. That should be pretty obvious. Someone playing pure shadowfrost would get 0% from the 2 piece, for example. So variance between 3% and 9% isn't completely out of scope.
I haven't yet optimised the priority list for the new set bonuses, but don't expect it to change optimal DPS noticeably.
On the point of calculating the value of RP. You need to be very careful about killing machine. Generally, a tiny periodical gain of RP will likely not gain you any crit FS, as the # of KMs is limited by your haste. The chance of the extra FS generated being able to use one of the KMs that gets overridden is extremely small. So when you calculate RP value (the FS or the OBL they eventually contribute) it's best to first to work with non-crit OBLs and FSs, and only then carefully factor in a possible crit.
