hit is 8,44% expertise 26% haste is 73% and then folows the other stats i strongly feel that i should hit like 23 to 24 k dps with him and the gear he got but i hit berely 19 to 20 k :(

You are ilvl 364. Once you get some Obsidium Cleavers and some more 378 gear, the differential in weapon damage and AP will push you up to what you expect. It doesn't sound like you're doing anything wrong. The weapon upgrades make a rather noticeable difference.
