You have Sinister Strike glyphed, so you get a 20% increased chance to proc an additional combo point from your SS's. For optimal usage you want to wait until you have 4 combo points to hit RvS so as not to waste a combo point. For example, if you hit RvS at 3 combo points, that will give you your 4th point, then your next SS may proc only 1, or possibly even 2 combo points, thus wasting that extra combo point proc. This has been discussed many times in this thread.
