We're really not a bunch of infraction happy Nazis around here. Your post was 100% fine minus the introduction. This is a 0 point warning and serves no other function than to say please don't do this again.

At risk of infraction... It's definitely worth it. Giving your WG and Efflorescence an additional tick increases their effectiveness by around 12%. Considering the two spells combined are about 35-45% of your healing (fight dependant) and that in 10man you are hitting 60% of the raid (80% in ToL), the 2005 haste breakpoint is almost mandatory for competitive throughput.

If you find yourself spot healing with RG/HT then 2 things may be at fault:
Either you are picking up slack from bad spot healers (or sniping), in which case speak to them directly.
Or you are not maximising your role in the raidcomp.

Druids don't normally 'save' people in a raid (beyond clutch SM/Natures Swiftness). We hot-blanket everything that has a friendly health-bar, keep our SM/WG on cooldown and watch uptime of Harmony. AOE spike healing is generally up to priests and tank healing is generally up to paladins as it is what those classes do best (Shaman warm the benches until 4.3), if you play your designated role the fight gets a lot easier for the raid.
