You may be right, but your evidence doesn't prove it. You're comparing apples to oranges -- just because X is better than Y doesn't mean that X is better than Z.
I'll happily reverse this if you edit your post with evidence that more directly proves your point.

That is correct. For a good example of why, I'd like to refer you to just a little bit earlier in this thread where it is shown that a mere five-ish more Lava Bursts cast thanks to the T12 four-set prove superior to the ~750 haste gained from the T13 set-bonus.
