Rule 6: No, we don't actually talk about pvp very much here. Our focus is on pve raiding. While we don't discourage pvp conversations, you're going to find more expertise elsewhere. Also, your speculation about a cast time slow effect for wind shear doesn't have any evidence. Confine your discussion to the changes Blizzard has actually announced.

It wont change a thing about overall dps if flameblast consumes UE-Ft. And it would surely be a bug to be fixed to benefit from UE-FT without consuming it if it's currently the reality.
Single target dps is already there for enh, and it's predictably true that AE capacity is coming for 4.3. But it is not that interesting to find out if it's 10 or 9 that our AE performance will improve to from 5. Let's talk more about PVP (i assume pvp research still alive here?)
2 points talent saved from Improved LL will make it up for those forced to go Reverb and will be additional points bonus for those already sticking to Reverb.
That's what's confirmed to be had, and what's more to look for is something to do with Seasoned Wind. Since the class was created, Enh 21st position talent has always been shitty. I am expecting seasoned wind would give a short time spell-retard effect to target (like 20%/40% retarded for 5 sec) when wind shear successfully interrupts the spell.
