This is answered in the guide post at the beginning of the resto thread where you posted. Since the 20% nerf, healing surge is a bad choice for all pve situations.
Furthermore, the choices of random strangers healing trivial 5-player content shouldn't be the basis for your decisions about raiding play style.

These are the results of the 2 shaman healers I had in my last heroic (one left after the mount didn't drop and we were given another shaman). Note the very high usage of Healing Surge. This is VERY common with resto shams I get in LFD.
My shaman, on the other hand, uses HS maybe 3 or 4 times in a heroic. Am I doing it wrong? Everyhing I read says use it sparingly, but everything I see says spam it. Opinions?
