There's a bunch of stuff you could fix here, all of it pretty minor.
- Separate your paragraphs to make your post less of a wall of text, and easier to read.
- Don't use all caps or asterisks or quotation marks or superlatives or other methods for emphasizing things that don't need emphasis. Just say what you have to say and let the quality of your ideas shine through.
- Your side comment about loot RNG is not only whiny and therefore against our rules, it also disrupts the flow of your argument. It should have been omitted for both reasons.
- And finally, since the point of this was to add clarification to your earlier post, this whole thing could have been appended as an edit to that earlier essay.

Original Post:
First off, I never argued that it was 'horrible', just that it could easily be brought in line with historical set boni by fixing our mastery to begin with.
Secondly, as far as the synergy is concerned with 4pcT13, for the *vast* majority of raiders you will acquire the 2pc a LONG time before the 4pc. Therefore, I chose to look at the two set bonus by itself to evaluate it. The synergy with 4pc is applied to the value of he 4pc dps bonus in real terms.
Finally, in most loot upgrade paths you won't have full TDS gear before you get the two piece, if you got one piece from BH the first week and bought hands the 2nd week there's a real possibility that those are your first upgrades. Therefore saying that a full 8% scaling would apply is a tad hopeful, or depressing if you're THAT unlucky: /glares at conqueror shoulders.
Edit: you can't buy tier tokens any more. But the statement stands true, two piece is very likely one of every raiders first priority every tier.
