If Rawr says so, then yes. Remember though Arcane scales extremely well with higher ilvl gear, so I expect the difference will not be as great as it is now in our current gear. This is all speculation of course, but it is possible Arcane will again be top DPS on a no/low movement encounter with only one target once we plateau on gear.
