And your basis for believing that is... what, exactly? There've been plenty of effects over the past few tiers of raiding that were feintable but not cloakable. If you don't know, don't guess.

Heroic Zonzozz: Feint worked for me for the raid wide dot in tentacle phase and should be used on cooldown. I am not sure about Cloak though.
