The short answer to your question is simple. Try some different priority orders in the sim. Then use the one that gives the biggest numbers.
As to the theory behind why you should cast lightning bolt with fewer than 5 charges of maelstrom, that's a slightly deeper question, but one more appropriate to the general enhancement discussion thread than the BiS gear thread. (I'm going to move your earlier post to that thread.)
Also, always capitalize the first person pronoun "I," no matter where in a sentence you use it.

I got your point.Surely i know about the T13 4pcs bonus.But i still want to know why we should cast LB at MW4 not MW3 or something else?I mean,how this priority change benefit our DPS?There shall be some SIM before we DO something to our prioriy ,right?
