I feel as though this guide is suggesting that tanks should focus on getting the expertise and hit cap to keep threat. Now looking at tank gear it has absolutely no hit rating on it and expertise wise you would have to reforge a lot of secondary stats and gem to get any other either stat. For someone who is new to tanking I think it should be mentioned how since Righteous Fury has been buffed to 500% from 300% it is much less important to reach these caps before getting avoidance and block capped. Seeing as a proper rotation will keep you from losing threat in any situation IMO getting hit capped and expertise capped is really only needed if you can spare the survivability for it and your raid needs the extra dps.
You mentioned the stat priorities on the reforging section but I don't think that is enough.
IDK, maybe its just me but that's my two cents.
