That is not correct. Distance has no impact on ignite munching in any of it's three incarnations. The only way that could possibly influence ignite munching is if Pyroblast and Fireball had different travel speeds. I have never seen anyone suggest this is the case.
While I've no idea what you're referring to about "stacking ignites" as they do not stack, the link below can tell you what Ignite Munching is, and what causes it. It contains no discussion of distance.

ignite gets recalculated when you have multiple crits while a current ignite is up...giving you a bigger ignite.
