Im stuck i guess

I hear mastery > Crit in 392+ gear however i downloaded reforginator which i see a lot of locks using and it tells me to reforge mastery to crit....

So im a goblin, haste is at 2529 hit is at 1756

Do i need to stack crit or mastery
