I don't have access to the official US Beta forums so if anyone can repost my suggestions there I would be really grateful (provided you guys approve those suggestions of course).
Right now on Live, when I'm at full health and have Frost and Unholy runes available, I don't spend them until I get hit if I want to maximize my survivability. The developers stated that they wanted to get rid of this behavior in MoP. However, in my opinion, the current Scent of Blood implementation on Beta encourages "rune hoarding" even more.
Let's consider the situation when I'm at full health, have 2 Frost and 2 Unholy runes and 5 Scent of Blood stacks (which happens often enough due to lucky avoidance streaks). If I Death Strike now I'll loose my Scent of Blood stacks and possibly won't have more then 1-2 stacks when the boss hits me for 40% of my health. Therefore, if I optimize my rotation for survivability, the best course of action would be to only use Heart Strikes and Rune Strikes (hence, only spending 2 blood runes and "hoarding" the rest 4 runes) until I get a big enough hit to justify spending my Scent of Blood stacks.
What I propose is to make Scent of Blood (or rather its Death Strike buff portion) proc from Rune Strikes instead of autoattacks. Then in the above scenario I would accumulate 100 Runic Power, use Death Strike, then try to use as much Rune Strikes as quickly as possible to get my Scent of Blood stacks back and also proc my chosen talent for rune regeneration.
I believe this will make our "rotation" more engaging and make Rune Strikes a bigger part of our "survivability equation", which in my opinion currently doesn't have enough variables (compared to Brewmaster's rotation, for example).
Alternative suggestion: give us a way to convert Frost and Unholy runes to Death runes without using Death Strike. This will allow us to hoard Scent of Blood stacks without hoarding runes.
