If you put 600 hit, expertise and haste into it you get:

600 x 2.4 = 1440
600 x 2.23 = 1338
600 x 1.5 = 900
Total = 3678

plus a few hundred dps for the proc.

Hey it is not great but it is something for a starter rogue.
