I did some testing and it appears that the bug with Fists of Fury haste has to do with it's interaction with spell haste (or more accurately, its lack-thereof). As previous discussion has told out, after a certain haste percentage, roughly 13-14%, Fists of Fury loses one tick due to the channel duration of FoF going down.
My monk has 11.10% haste and is experiencing this phenomenon while in raid (with the 5% spell haste buff) but not while solo. This leads me to believe that this bug occurs because spell haste is INCORRECTLY affecting FoF. I'll be posting in the US Bug Report now.
