This can be overridden with use_off_gcd=1 on the action line, but the intended behavior here was to wait until the GCD was over and then cast pillar at the start of the next GCD for an actual damaging ability. If you have pillar of frost macroed into raise dead in game then you'd want to add use_off_gcd=1 to simulate what's occurring for you.
