Use a simulator to find out which spec sims as top DPS, if you really need to know, for various levels of primary and secondary stats. But more to the point - you say you do better DPS as frost than as fire. So play frost, or learn to play fire better.
In any case, we are not here to run sims for you. Do your own research.

I'm not sure if this is where to ask this but I am wondering at what ilvl or specific amount stats (Int or Crit?) is Fire proved to be better damage done than Frost? Considering good management of HU procs.
My mage just seem not to be able to push out more damage with Fire than Frost..
