Rule 6: The problems you're observing with DRW aren't game bugs. You're just doing it wrong. DRW won't copy your diseases to other targets with either pestilence or roiling blood -- only its own diseases. So you have to cast (and let DRW copy) outbreak or IT+PS, and then it can spread those diseases to other targets as expected.
And your claim that there's lag between summoning DRW and DRW copying abilities sounds like- exactly that, lag

Seems like they messed up DRW even more.
Since this week it takes about 1 second after being summoned for it to actually copy abilities now making it harder than it already is to multidot with DRW up.
I really hope they'll one day change it to actually just copy whatever I do on my target instead of randomly selecting it's own target and casting pestillence (ought to fix Roiling Blood + DRW while they're at it) on another, diseaseless target *sigh*
