Well, the jig is up, boys. Latest blue update (PTR Class and Set Bonus Issues, Part III - Forums - World of Warcraft) reveals that they are in fact savvy to our mastery bonus with the meta gem. We got the lowest procrate by a large margin with 5.586 RPPM. This is evidently the method by which they chose to tune specs that were performing too well (sub rogues and WW monks, mentioned earlier along with enhance as potentially OP, also got lower procrates).
Also noteworthy, the RPPM system has been changed; RPPM now scales with haste rating instead of attack speed. This means the 10% attackspeed raid buff is no longer a factor in calculating RPPM for enhancement.
The post I linked also has a lot of (hopefully) final information about procrates, so we should be seeing new SimC updates fairly soon.
