Ok lets make it straight: hemo builds are always lower personal dps than, for example, 1x/4x/0. The only reason to get it is more PvP utility while raid debuff make it comparable (not better!) to proper combat build. So if you looking for best PvE build: hemo suck. stay combat.
For weapon expertise it gives you 2.9% hit vs boss lvl plus some little crit, so yes it is worth it.
