Now, i don't have acces to the PTR due to tranfer queue times, but if the proposed formula is:
660 + AP*0.1
as the phrasing increased by 10% of your RAP would suggest an additive not multiplicative increase, then asuming an RAP of 2500 then the total damage becomes
660 + 2500*0.1 = 660 + 250 = 910. damage over 15 seconds (60.6 dps)
However, taking into account that it costs 275 mana (untalented) and cannot crit, the DPM would be 910/275 = 3.309...

Came on to ask the exact same question, as a die hard MM hunter forced to go BM for the time being, I'm eagerly awaiting the return to my spec of choice... was looking at this and wondering if it would help my case...
the calcs above are wicked, almost exactly what i was after...
however i was personally thinking of makign a spec with the imp SS talent, 30% dmg increase, ontop of the new changes...
think this would make a fairly large difference... any comments? (at work, no time to run the maths)
