If the early versions of Gruul, Magtheridon, and Tempest Keep taught Blizzard nothing else, I would hope they have learned that they can't design their entry level 80 raid content to be more complicated than end-game level 70 raid content.
4 Horsemen could easily be a "simple" 4 mob tank/spank encounter with all 4 mobs doing different abilities, akin to Karathress in terms of execution difficulty. If you want to throw in the nostalgia of the old 4 horseman, "require" the raid to have 1 tank from each of the 4 tank classes by strongly catering to each tank's specialty.
