atm this trinket drops from 3rd boss in MGT heroic along with other trinkets (or at least the tank trinket). dont forget that MGT heroic is not aimed for T6 geared parties (for which 90% of drops will be shard epics), the fact some drops are beyond compare to existing items only proves that blizz is clueless regarding itemization.
